Heating and Cooling Rebates and Incentives

You may qualify for thousands of dollars in rebates and incentives that reward energy-efficient upgrades like heat pumps, ductless mini-splits, and panel upgrades. 💸 What HVAC Rebates Are Currently Available in 2025?

As of May 2025, here are the most active and up-to-date programs for single-family homes in the San Francisco Bay Area: 

 

🔹 Bay Area Air Quality Management District – Clean HEET Program

Amount: $3,000–$13,500
Available for: Homes replacing wood-burning or pellet stoves/fireplaces with electric heat pump systems
Key requirements: Must remove or decommission the wood-burning appliance
Eligibility: Select counties including San Francisco, Alameda, Contra Costa, and San Mateo


🔹 Peninsula Clean Energy (PCE) – San Mateo County

$1,500 — Heat pump HVAC replacing gas
$1,000 — Additional rebate for income-qualified households
$1,000 — Electrical panel upgrade
$2,500 — Heat pump water heater replacing gas

Eligibility: Available only in participating ZIP codes in San Mateo County

🔹 Silicon Valley Clean Energy (SVCE) – Select South Bay ZIPs

Rebate amounts vary by system type, including ducted and ductless heat pumps and electrical panel upgrades.
Eligibility: Home must be within SVCE service territory (e.g., Sunnyvale, Cupertino, Mountain View)

🔹 BayREN Home+ Program

Note: As of 2025, most HVAC rebates under BayREN have been paused or redirected through other programs.
Still active for: Insulation, duct sealing, and energy assessments


🔹 Federal Tax Credit – Inflation Reduction Act (IRA)

Up to $2,000 for qualified heat pump installations
Eligibility: Based on equipment efficiency ratings (SEER2, HSPF, etc.)
Claimed via: IRS Form 5695 when filing your federal taxes


🔹 TECH Clean California – HVAC Rebates

Status: Fully reserved statewide as of January 2025
Keep checking switchison.org for updates, as additional funding may reopen in phases.



⚠️ What’s No Longer Active?

  • HEEHRA Rebates – HVAC incentives under the HEEHRA program are no longer available in Northern California as of April 16, 2025 
  • TECH HVAC Rebates – Paused statewide due to funds being exhausted 
  • BayREN HVAC Rebates – Replaced or merged with other programs in many areas

Federal Tax Credits for HVAC Systems

The federal government offers tax credits (heating and cooling rebates) for energy-efficient home improvements, including HVAC systems, under the Energy Efficient Home Improvement Credit. 

Here are the key details:


Eligible HVAC Systems


Air Source Heat Pumps:

  • Credit: Up to 30% of the cost, including installation, up to a maximum of $2,000.


Central Air Conditioners:

  • Credit: Up to 30% of the cost, including installation, up to a maximum of $600.


Gas, Propane, or Oil Hot Water Boilers:

  • Credit: Up to 30% of the cost, including installation, up to a maximum of $600.


Gas, Propane, or Oil Furnaces and Fans:

  • Credit: Up to 30% of the cost, including installation, up to a maximum of $600.


Advanced Main Air Circulating Fans:

  • Credit: Up to 30% of the cost, including installation, up to a maximum of $50.


Requirements


  • Efficiency Standards: The HVAC systems must meet specific energy efficiency criteria set by the federal government to qualify for the tax credits.
  • Installation Date: The systems must be placed in service by December 31, 2032, to be eligible for the tax credit.
  • Primary Residence: The tax credit is available for existing homes and principal residences, not for new construction or rentals.


How to Claim the Tax Credit


  1. Documentation: Keep records of the purchase and installation costs, including receipts and the Manufacturer’s Certification Statement for the equipment.
  2. IRS Form 5695: Fill out this form when you file your federal taxes to claim the credit.
